Draft of Chapter 2 of the IALL International Handbook of Legal Information Management by Jules Winterton, Associate Director and Librarian, Institute of Advanced Legal Studies, University of London. This chapter is a relatively brief survey of what globalization means in the field of legal information management and what effect it has had and will have on a range of activities and policy areas relevant to the practice of legal information management. There are firstly some comments towards a definition of globalization for the purposes of this chapter and then a survey of the following in the light of that definition: legal systems, information consumers, legal information needs, information and management, legal publishing, digitization, intellectual property rights, lobbying and advocacy on policy issues (the politics of law librarianship), international networking, and legal information managers and law librarians of the future.

Open Access – Free Access to Primary Legal Materials

This brief presentation addressed free access to primary legal materials, discussing the scope and nature of open access, and referring to the Free Access to Law Movement. The social imperatives for free access were outlined. Various sectors providing free access and their funding models were discussed. Requirements for freely accessible legal information were enumerated including existing standards. The definition of added value and the role of commercial publishers was discussed. The Presentation ended with questions for the audience. This paper is an outline with notes on legal publishing and extensive reference to websites and further reading. Jules Winterton (President, International Association of Law Libraries and Associate Director and Librarian, Institute of Advanced Legal Studies) discusses the range of national, regional and international associations, and the scope of their activities and influence. He comments on the improvements in the quality of law libraries achieved through the activities of law library associations and the consequent benefits to the users of law libraries and to the legal system. He briefly surveys the development of law library associations, including recently established associations, and describes the variety of legal status adopted by associations. He discusses the key activities of library associations: networking and the sharing of best practice; the formal expression of agreed standards and competencies; professional development and training; quality assurance and regulatory roles; representation and lobbying to government and international organisations; liaison with other organisations and with the legal profession; research and scholarship. In addition, Jules Winterton discusses the various grants and scholarships offered by law library associations to attend conferences, undertake placements and internships, or research fellowships in law librarianship. He comments on the value of law library associations.
